U.N. Secretary-General Ban Ki-moon is urging U.S. lawmakers to set a higher carbon-reduction goal than was proposed by the U.S. House of Representatives, which passed a proposal calling for a 17% reduction from 2005 levels by 2020. Ban said the U.S. is falling behind the EU and other nations that have set more aggressive targets ahead of global climate negotiations this winter.
