The federal government is ahead of schedule on implementing most initiatives in the federal economic-stimulus package, according to a report released Wednesday by the Obama administration. To date, $88 billion of the $787 billion package has been made available. About $28.5 billion of that money has already been spent, with the rest going to Medicaid payments, tax cuts and other components of the plan.
