A bill proposed by Sen. Sherrod Brown, D-Ohio, would create a $30 billion revolving-loan program to help manufacturers revamp sites for alternative-energy uses. U.S. manufacturing contributes $1.6 trillion to the annual gross domestic product but has been contracting for 16 months in a row. "We can revive American manufacturing through investments in clean energy," Brown said.
