Dow Chemical says construction of a planned lithium-polymer battery plant in Midland, Mich., could get under way this year if it receives a portion of $2 billion in grant funding from the federal government. The $665 million advanced-battery plant would be built as a joint venture involving Dow, Kokam America and two venture capital firms. The joint venture, called KD Advanced Battery Group, won $145 million in state tax incentives in April for the plant.
