Florida's bid for a portion of $8 billion in stimulus funds for high-speed rail may lose out to California and the Midwest. The Federal Railroad Administration will release the first round of grants in mid-September for train service that exceeds 110 mph. Karen Rae, deputy administrator of the Federal Railroad Administration, said California had "a step up" by already approving the sale of almost $10 billion in bonds for rail service.
