Several states are competing for $13 billion in federal funds that will be spent on high-speed rail. Ten major corridors identified by the White House will receive funding. Meanwhile, some observers say Florida could act as the gauge for the viability of the project. The state has applied for funding, but officials are concerned that the federal government may have underestimated the cost of the rail system.
