The nation's Highway Trust Fund will need an infusion of up to $7 billion by September to pay for repairs and construction needed through the rest of 2009, according to Sen. James Inhofe, R-Okla., the senior Republican on the Senate Environment & Public Works committee. Another $10 billion could be needed the year after that. Officials attribute the shortfall to the government's decision not to raise gas taxes.
