New York City is a target for rising hurricane waters -- and also for huge barriers. Though the plan isn't officially proposed, many engineers have developed concepts for the walls, some of which rise out of the water during a storm. This year's hurricane season is expected to be average, but National Hurricane Center Director Max Mayfield warns: "It is not a question of if a major hurricane will strike the New York area, but when."
