The Environmental Protection Agency and New York officials hope the $2.8 billion Croton Water Filtration Plant starts operating in 2012. The plant -- built 80 to 100 feet below grade -- is now under construction about 15 miles northeast of midtown Manhattan. When completed, the plant will have 48 dissolved-air flotation tanks and treat 290 million gallons of water per day, officials say.
