Just weeks after a proposal for a 25-cent plastic-bag fee died in Philadelphia, a City Council committee has approved an all-out ban on the bags at stores in the city beginning in 2011. Keith Christman, of the American Chemistry Council, argued that a ban could push shoppers to use paper bags, an even less environmentally friendly option: "Paper bags weigh 10 times as much as plastic bags, so it takes that much more energy to make them and transport them. And studies show plastic bags make up [only] 1% of municipal waste," he said.
