Interior Secretary Ken Salazar on Thursday ordered an air-quality review for the Utah area where 77 oil and gas leases had been sold in December. Salazar said the Bush administration, in a rush to lease the land, bypassed routine reviews and excluded the National Park Service from the process. Some of the parcels may be released after the review, he said. "While we are pleased that the Interior Department has agreed to review whether to reinstate these leases, we are concerned that the report could be used to justify inaction on development of the energy resources that are found on federal public lands in the Mountain West," API said in a statement.
