The Ohio Council of Churches vowed to sue the state of Ohio over the legality of video lottery machines at state racetracks. Gov. Ted Strickland, an ordained Methodist minister, plans to sign the two-year budget authorizing the VLTs in the next few days. Tom Smith, a lobbyist for the Ohio Council of Churches, said the organization backs higher taxes instead of increased gambling.
