Construction starts in the Chicago area will plunge 39% in 2009, the worst decline in four decades, experts say. Construction starts have declined for three consecutive years in the area. McGraw-Hill Construction statistics indicated that starts will total $11 billion. That's half of the peak in 2006. However, the report also noted that stimulus funding will help non-building construction starts expand 11% this year.
