The New York Times editorial board weighs into the debate over carry-on bags, arguing in favor of a bill that would require size limits for carry-on bags. The Times argues that the TSA could enforce the proposed legislation by installing a standardized sizing template at airport security checkpoints. "It's a simple but smart idea to enforce carry-on rules at the security checkpoint, not on the plane," the paper says.
