An inspector for a parking garage that collapsed in Jacksonville, Fla., in 2007 said he did not see modified plans for the structure until after the accident. Building crews changed some of the supporting materials for the garage, but Paul Mullins of Universal Engineering testified at a hearing that he did not receive plans that incorporated those changes. Subcontractor Southern Pan Services built the formwork for the garage and is facing safety fines related to the collapse.
