Four years after Hurricane Katrina destroyed most of New Orleans, the city's levees are still not fully repaired. Sandy Rosenthal, the founder of Levees.org, said the Army Corps of Engineers should follow Holland's model of building levees that offer 99.99% protection for residents. The current standard for levees in the U.S. is 99%, as levees are built to withstand 100-year storms.
