New York City schools Chancellor Joel I. Klein urged principals in a letter Thursday to hire experienced teachers over those new to the profession who might command lower salaries. Klein said schools that hire teaching veterans recently let go from other city schools would receive money to pay part of those teachers' salaries. A 2008 report said the city spent more than $80 million over two years to train rookie teachers.
