Nine of 13 projects -- worth about $15 billion -- meant to protect New Orleans from a severe hurricane should be ready by a 2011 deadline, according to the Army Corps of Engineers. Property disputes, environmental issues, design changes and more than 130 public meetings have hampered the pace of some of the projects, including flood walls, earthen levees, storm barriers and pumps.
