The Army Corps of Engineers' plan to rebuild New Orleans levees will affect traffic in the Big Easy. The Corps estimates 135 daily deliveries of steel for the $14.3 billion project, which will bring the city's levees to 100-year levels. "They certainly had traffic impact with the Big Dig and the cleanup after the destruction of the Twin Towers, but never has a whole city been so affected by a construction project," said Gib Owen, the Corps' New Orleans District chief of ecological planning and restoration.
