China should move immediately to set specific targets to control the growth of greenhouse gas emissions, according to a report from the country's top climate change advisers. Firm action on targets now could see levels peak around 2030, then drop to 2005 levels by 2050, the authors write. The report also acknowledges China has surpassed the U.S. as the world's largest producer of carbon emissions.
