Pittsburgh City Councilwoman Darlene Harris hopes the city will invest $2 million in an asphalt recycling system. The system uses a 34-ton preheater to heat the street to 400 degrees; then another behemoth machine removes the top few inches of asphalt, crunches it up and warms it again, before adding an emulsifier and putting the recycled asphalt back on the road. The machines can renew 1/4 mile of road per day.
