When it is completed, the Alberta Clipper Pipeline will run from Alberta, Canada, through North Dakota and Minnesota to Superior, Wis., along an existing pipeline right-of-way. It will carry 450,000 barrels of oil each day and is part of an $8 billion expansion. Enbridge Energy last week received the final permit it needed from the U.S. government to build the pipeline, and construction has started.
