Twenty states still allow corporal punishment, but a study from Human Rights Watch and the American Civil Liberties Union says physical punishment is not effective in disciplining students, especially those who are disabled. According to data from the 2006-07 school year, 223,190 public-school students were paddled in the U.S., with disabled students disproportionately more likely to be disciplined in that way.
