A New York Appellate Court has upheld a preliminary injunction that barred Gov. David Paterson from appointing Richard Ravitch to the vacant lieutenant governor's position. "Because we recognize that this matter is one of great public import and ought to be resolved finally and expeditiously by the Court of Appeals, we dispense with the need for the governor to move for leave to appeal," the panel of four justices wrote in the decision. The position has been vacant since former Gov. Eliot Spitzer resigned in March 2008.
