District officials in Virginia's Fairfax County have ended a policy that automatically fails students who have three unexcused absences in one quarter, saying it encourages students to give up, rather than turn their academic performance around. "There's no hope for that grade at that point," said Teresa Zutter, director of intervention and prevention services. "The student says: 'Why should I try? I can't undo this mistake.' "
