The climate bill's proposed cap-and-trade system, aimed at curbing greenhouse-gas emissions, has "gotten out of control" and should be revised in Congress, former Sen. Timothy Wirth said. The measure needs "to be used in a targeted and disciplined way," concentrating exclusively on coal-fired power plants instead of capping carbon emissions as a whole, said Wirth, a Democrat who once represented Colorado.
