Some House members hope to eventually pass legislation to completely change how the U.S. funds transportation projects. Opposition in the Senate and the White House could stall the $500 billion proposal until the law authorizing the Highway Trust Fund expires in the fall, observers say. Rep. Jim Oberstar, D-Minn., chairman of the House Transportation and Infrastructure Committee, has said he hopes the overhaul legislation is passed by September.
