Wake County, N.C., officials may be violating the No Child Left Behind law by asking parents to request student reassignments each year after students have been moved out of struggling schools. "The requirement is in place not only to ensure that a student does not have to transfer back to their home school temporarily but also to guarantee that a student can complete the highest grade in their school of choice, without being transferred back and forth between home school and transfer school over the years," said a U.S. Department of Education spokeswoman.
