Policymakers aim to make the National Assessment of Educational Progress a more-comprehensive gauge of academic achievement by encouraging the uniform inclusion of students with disabilities and students learning English as a second language. "The whole goal is inclusion, not exclusion," said Alexa E. Posny, chairwoman of a task force looking at the issue and President Barack Obama's nominee to lead the Department of Education's special-education office.
