A new teacher-placement system has bogged down teacher assignments in Providence, R.I., leaving at least 85 teachers in limbo two weeks before the start of school. School board officials say the system, which is being tested at six schools, is an improvement over the former seniority-based one and that assignments will be completed by Sept. 2. The Providence Teachers Union says the change has damaged teacher morale.
