National studies offer evidence of the connection between teacher quality and student achievement, but merit is not being measured properly, according to David R. Colburn, director of the Askew Institute at the University of Florida, and Brian Dassler of the KIPP network of public charter schools. They look at what they believe are myths surrounding teacher effectiveness and offer what they feel are better measuring sticks: a comprehensive teacher-evaluation system and ongoing training in subject matter.
