A measure passed by the House of Representatives would authorize more than $6.5 billion for school and community-college construction. The bill requires half of the funds used for K-12 school construction to be used for green projects next year. The percentage would increase to 75% in 2011. It is not clear at this point if the measure, which is part of a bill that would expand federal loan programs, will receive the support it needs to pass in the Senate, observers say.
