A study shows that 25% of Pennsylvania students reported having been a victim of bullying, but that percentage decreased after two anti-bullying programs were put in place. Officials say the programs, PA CARES and Healthy High 5 HALT!, aim to educate students, teachers and educators about bullying and ways to prevent it. The Windber Research Institute conducted the study, which will be released in November.
