Historic preservationists decry the Leadership in Energy and Environmental Design program for failing to note the environmental benefits of salvaging historic buildings. "When we reuse a historic building, we're recycling the whole thing," said economist Donovan Rypkema. Construction debris fills about 25% of landfills, and energy consumed to build a new structure can be 15 to 30 times the normal annual use of an existing building.
