Creating public charter schools in New York City to focus on students in special education would help alleviate the rising cost of sending students in special education to private schools, writes Leonard Goldberg, the founder and leader of New York's Opportunity Charter School. Goldberg argues in this opinion article that charter schools are able to meet the needs of students with disabilities, embracing individualized learning and smaller classroom sizes at about half the price of private schools.
