Insurers are concerned that health care reform bills, as they are now written, don't have strong enough penalties for people who don't buy coverage -- a mandate they see as necessary to drive down the costs. "Unfortunately, the current proposal provides a powerful incentive for people to wait until they are on their way to the hospital before purchasing insurance," says Robert Zirkelbach of America's Health Insurance Plans. "This drives up health care costs for all policyholders."
