Foreign-language learning is no longer a compulsory subject for students older than 14 in England, and as a result, the number of students studying languages has declined. However, officials say they hope the opening next year of an online school -- called The Open School for Languages -- will help boost foreign-language achievement among the country's teenagers. In its first year, the school will offer resources for students learning French, German, Spanish and Mandarin.
