Oil refineries and power plants that release more than 25,000 metric tons of carbon dioxide annually must use the "best available control technologies and energy efficiency measures" to curb emissions under regulations proposed by the Environmental Protection Agency on Wednesday. "This is a common-sense rule that is carefully tailored to apply to only the largest sources," EPA Administrator Lisa Jackson said. The move comes as Democratic senators introduced a bill with its own system to reduce greenhouse-gas emissions.
