Many governments are deconstructing buildings and recycling or reusing building materials to cut costs. According to an analysis by the Energy Information Administration, 25,000 of the 635,000 government-owned buildings in the U.S. were built prior to 1920. "In a governmental context, deconstructing obsolete public housing could provide 'green collar' job opportunities," said Thomas Napier of the Army Corps of Engineers.
