Interior Secretary Ken Salazar wants to look into some policy changes made during President George W. Bush's tenure that gave exclusive "lucrative benefits" to energy companies that purchased oil-shale leases in Colorado, Utah and Wyoming. The revisions included a 5% royalty rate on oil and gas generated if the ventures became commercial operations, the department said. Salazar's statement comes as federal properties in the West are being opened for shale development.
