Patients with serious illnesses who use medical marijuana in compliance with state laws will not be prosecuted based on federal criminal laws against the substance, the Justice Department stated in new guidelines. U.S. Attorney General Eric Holder said that the rules do not legalize marijuana, as the government will "not tolerate drug traffickers who hide behind claims of compliance with state law to mask activities that are clearly illegal."
