The Obama administration has given a boost to organized labor groups that, in turn, is creating problems for some companies. Tariffs on imported tires are hurting Cooper Tire & Rubber Co., while requests for free-trade agreements by Caterpillar and Wal-Mart Stores have been shelved. "There is going to be a flurry of labor action down the pike," said Michael Lotito, a San Francisco attorney at Jackson Lewis LLP who handles labor issues for companies.
