President Barack Obama told government agencies to "lead by example" and ordered them to set goals for energy conservation, water conservation, recycling and reduction of greenhouse-gas emissions. The order requires the government to follow codes for energy-efficient buildings when constructing facilities, reduce vehicle-fuel consumption by 30% by 2020 and double recycling by 2015. Agencies were given 90 days to establish their own goals for reducing greenhouse-gas emissions.
