Environmentalists' target for the amount of CO2 in the atmosphere has been dropping faster than policymakers can enact regulations, but decreasing atmospheric CO2 to the target of 350 parts per million is possible, economist Frank Ackerman argues. Although critics claim that imposing limits on carbon emissions will hurt the economy, creating energy technologies will actually increase employment opportunities in the long run, he writes.
