The Army Corps of Engineers has passed a new policy calling for its designers to plan for climate change to keep federal projects from being swamped by rising sea levels. "To ignore rising sea level in the design of civil works would be like ignoring the health effects of smoking a cigarette," says federal sea-level researcher Jim Titus. "We've gotten to that point."
