There are still too many houses available to be bought or rented, and the housing market is suffering, even though housing prices have stabilized. About one out of every seven houses -- whether for rent or for sale -- was empty in the third quarter, according to the Census Department. "There's just too many houses out there for the population we have," said Indiana University economist Brian Peterson. "The market's going to take a couple years to clear."
