Los Angeles needs federal funding to accelerate a $20 billion plan for a dozen transit projects aimed at easing traffic congestion, Mayor Antonio Villaraigosa said. Villaraigosa said he will seek federal advances on local sales tax revenue as well as federal grants. Villaraigosa hopes to complete the plan, which includes subway and rail work, by 2019 -- 20 years ahead of an estimate by Los Angeles County's Metropolitan Transportation Authority.
