The Netherlands is building dunes on a 15-mile stretch of beach to help safeguard the country against rising seas. The project, with an estimated cost of about $200 million, will pour more than 23.5 million cubic yards of sand into the dunes through 2011. "Because it is a low-lying delta, the Netherlands is very sensitive to climate change," said Water Management Deputy Minister Tineke Huizinga.
