Excessive amounts of rainfall cause sewage levels at the Owls Head Water Pollution Control Plant in Brooklyn, N.Y., to increase rapidly and spill into Upper New York Bay and the Gowanus Canal. The facility is one of several sewage systems in the city that overflow during heavy rains, posing a danger to human health as sewage containing bacteria and other contaminants spills into waterways.
