National and some state government approaches to public-private partnerships for project financing are too fractured and piecemeal, analysts said. They called for a "programmatic" approach. "One thing we don't have in a rational way are P3 proponents," said Chee Mee Hu, managing director of Moody's Investors Service. "In Canada, they have provincial groups" that design public-private partnerships. "Some agency at the state or federal level" should play this role, Hu said.
